Nominee Bios & Personal Statements
1. Secretary
Kelly LeRoux (Incumbent)
Kelly LeRoux is a Professor in the Department of Public Administration and Associate Dean for Research in the College of Urban Planning & Public Affairs at the University of Illinois Chicago and an elected fellow of the National Academy of Public Administration. She has published three books and over fifty articles and books chapters on public and nonprofit management, contracting, local public service delivery, intergovernmental collaboration, and nonprofits’ role in elections. She holds MSW, MPA, and PhD in Political Science degrees from Wayne State University. Prior to beginning an academic career, she worked for twelve years in the mental health, child welfare, and housing policy arenas, within a fully government-funded nonprofit.
I have been an active member of ARNOVA since 2004, and consider my "academic home." I have volunteered in a number of capacities within the association over the years, including serving on the leadership of the TIBs and Governance sections at different points. I have had the privilege of serving as secretary of the board the past two years, and have enjoyed the chance to give back to the association that has been so instrumental to my career, as well as the source of many new friendships, collaborations and professional ties. I hope to serve another two year term as secretary, for the chance help realize ARNOVA's vision for the future.
2. Member-at-large
Bok Jeong
Dr. Bok Gyo Jeong is an Associate Professor of Public Administration at Kean University and Co-editor in Chief of the Journal of Nonprofit Education and Leadership. He will serve as a Visiting Research Fellow at the United Nations Research Institute for Social Development in Geneva (2024-2025). His research spans comparative civil society, global/transnational policy issues, nonprofit higher education, social enterprise, UN-NGO partnerships, and collaborative governance. Within ARNOVA, Bok has served as the representative of the Global Issues and Transnational Actors (GITA) group, a former representative of the Nonprofit Policy, Practice, and Partnerships (NP3) group, and is a member of the Diversity Committee. He has also volunteered on numerous ARNOVA conference and award committees.
Dear Fellow ARNOVAns, I am deeply honored to be nominated for ARNOVA's board. ARNOVA has been my professional home and community for the past 16 years. It would be a privilege to give back to the ARNOVA community.
My campaign for ARNOVA's board is driven by the following goals:
1) Global Advocacy: Continue advocating for ARNOVA’s commitment to global issues, transnational actors, and comparative research.
2) DEI Leadership: To champion DEI values within ARNOVA, especially critical in today’s politically polarized climate.
3) Global Partnerships: Expand ARNOVA’s global partnerships across Asia, Africa, the Americas, and Europe.
4) Participatory Governance: Enhance ARNOVA’s governance by actively listening to members and incorporating their voices into our decision-making processes.
David Campbell (Incumbent)
I am Professor of Public Administration at Binghamton University, State University of New York. I have served on the ARNOVA board for the past three years. I have been conference co-chair for each of those years, and currently serve on the Executive Committee. I have published on a wide variety of topics related to nonprofit management and philanthropy, such as accountability and performance, social media, and others. Most recently, I co-edited a book Philanthropy in the Muslim World, and I am currently involved n a research project studying the role of community-based NGOs in addressing identity-based violence. I have served on the editorial board of Nonprofit Management and Leadership, Journal of Public Affairs Education, and the Journal of Muslim Philanthropy and Civil Society.
I am honored to be a candidate for a second term as an at-large member of the ARNOVA
board. Over the past three years, I have served as conference co-chair each year; I also currently serve on the Executive Committee. During my time on the board, I have been most proud of my work organizing the opening plenary for the past two conferences, and my efforts to make the Orlando conference as welcoming as possible to those rightfully concerned about the conference location. I would welcome the opportunity to continue to serve on ARNOVA's board. After all, ARNOVA has been my primary professional home for nearly twenty years and I believe deeply in the role it plays in developing scholars throughout their careers. I hope I can use my board service to continue to support ARNOVA's mission.
Huafang Li
Huafang Li is an associate professor of public and nonprofit management in the Graduate School of Public and International Affairs (GSPIA) at University of Pittsburgh. Prior to GSPIA, I was an assistant professor at Grand Valley State University (GVSU). He earned his PhD from Rutgers University-Newark. He is interested in using multiple methods, such as machine learning and experiments, to study how public and nonprofit information influences coproduction and donation. His works appeared in Public Administration Review, Nonprofit & Voluntary Sector Quarterly, Voluntas, Nonprofit Management and Leadership, among others.
As a dedicated member of ARNOVA since 2014, I've had the privilege of serving our community in various capacities, demonstrating my commitment to the organization's growth and success. I'm particularly passionate about enhancing ARNOVA's global reach, supporting emerging scholars, and fostering innovative research methodologies in our field. If elected, I would focus on strengthening our international partnerships, expanding mentorship programs, and promoting interdisciplinary approaches to nonprofit and voluntary action research. I'm excited about the opportunity to contribute to ARNOVA's continued growth and impact in the nonprofit sector and look forward to the chance to serve our community in this important role.as an Asian nonprofit scholar. Serving on the board would be a privilege and opportunity for me to give back to our association in appreciation for all the benefits that I have received from it. If elected to the board, I would particularly focus on building a larger and more diverse membership, increasing global engagement and international membership, and developing closer partnerships with Asian professional associations.
Jennifer Madden
Jennifer R. Madden, Ph.D. is Dean, Professor of Management, and Paul Barber Chair in Design & Innovation for the School of Business at Linfield University. Dr. Madden is a strategist, researcher, teacher, facilitator, and design thinker. Dr. Madden holds a Ph.D. from the Weatherhead School of Management, a Master’s Degree in Nonprofit Management, and undergraduate degrees in Economics and American Studies, all from Case Western Reserve University. Dr. Madden is a Nonprofit Management Research Fellow, a Fowler Sustainability Fellow and a Management Design Fellow. Her research is on designing effective cross-sector partnerships then leveraging those collaborations to build capacity for effective performance and social innovation.

I am deeply honored to be nominated to serve as a Board Member for ARNOVA. I am eager to contribute to ARNOVA’s vision and mission. My background as a practitioner scholar and leadership in higher education and within the nonprofit sector equips me with a unique perspective to support ARNOVA’s vibrant community of scholars, educators, and practitioners. I look forward to collaborating with fellow board members to further strengthen our collective efforts and drive impactful change in our field.
Kenneth Taylor
Dr. Kenneth Anderson Taylor serves as an Associate Professor of the Practice, the Director of Outreach and Professional Development within its Center for Nonprofits and Philanthropy and holds the Younger & Carter Distinguished Professorship.
He earned his MBA in Management from Bellarmine University’s Rubel School of Business and holds a BA in Sociology from the same institution. His PhD in Leadership Studies is from Our Lady of the Lake University in San Antonio, and dissertation research explored the link between leader behavior within nonprofit organizations and its impact on employee job satisfaction.
I first became aware of ARNOVA as a doctoral student so this moment feels full circle with regard to your consideration of my application to join the Board of Directors. I have loyally attended conferences over the years, served as Chair Elect and Chair of the Governance Section for more than three years, and still give freely of my time as the Immediate Past Chair of the Governance Section. It would be an honor to continue my service with you and attempt to inspire the same in others, especially young students of color who are trying to find their way in our space. Sung-Ju Kim
Sung-Ju Kim is an Associate Professor at NC State University School of Social Work. As a foreign-born scholar who has built a career in nonprofit and philanthropic studies in the U.S., ARNOVA has been a pivotal source of support and inspiration for me. I am honored to be nominated as an At-Large Member of the Board. Over the past decades, I have actively engaged in ARNOVA activities. In particular, I have enthusiastically served to support minority groups within ARNOVA. I am particularly interested in enhancing ARNOVA’s strategic planning to extending international engagement, DEI initiative, and ethical matters in ARNOVA. I believe my leadership experience and dedications toward ARNOVA equips me to advocate for integrating international perspectives into ARNOVA's future initiatives.
I'm honored to be nominated to help serve a service role for ARNOVA, a critical research and practice institution in nonprofit studies that embraced me early on and has helped guide both my career and service. I'm honored to pay it forward to others. I'm excited about using my strategic management background to assist with the strategic direction of the organization, and to build rapport with scholars, junior and otherwise, that can grow into service roles as well. I'm notoriously a straight shooter ("Chicago Honest") that has a strong embrace of pragmatism, public values and collective well being, so its my hope that this will serve the organization well.
Tamaki Onishi
As a long-term active contributor within the ARNOVA community, Tamaki currently serves on three standing committees (Membership, Diversity, and Anti-Harassment) and the Theories, Issues, and Boundaries Section executive committee. She has served on many other committees, including the 2023 Gabriel Rudney Dissertation Award (chair) and local conference arrangement committees. As a fellow in the 2012 ARNOVA Diversity Leadership Program and a non-traditional, international academic with nonprofit and for-profit work experiences, Tamaki is dedicated to fostering diversity and inclusion. Her social entrepreneurship, philanthropy, and comparative research likewise integrate diverse disciplinary and theoretical elements and appeared not only in premier nonprofit outlets (e.g., NVSQ, Voluntas), but was also recognized in other fields, including winning the 2018 Academy of Management Best Social Entrepreneurship Paper Award. Together with Chao Guo, Helen Liu, and the late Naoto Yamauchi, she co-founded the common interest group “ARCSPA” (Advancing Research on Civil Society and Philanthropy in Asia). Tamaki holds a Ph.D. in Philanthropic Studies from Indiana University and an M.A. in Arts Administration from Columbia University.
I am extremely honored to accept the nomination for the At-large board member at ARNOVA, which I joined after being affected by the 9/11 attack and found the power of volunteering, to expand our diverse and inclusive scholarly community. I will be committed to using my unique, non-traditional academic and professional backgrounds, bringing cross-border (Asia/Japan/the West), cross-sectoral (nonprofit/business), and multidisciplinary research (nonprofit, arts, social investment/entrepreneurship) expertise and networks, as I have already begun in the ARNOVA membership committee and the ARCSPA common interest group that is expanding several new research initiatives and creating open communities thanks to dedicated members from ARNOVA and other associations and local Asian scholars.
Yongdong Shen
Yongdong Shen is a Professor at School of Public Affairs, Zhejiang University. His research interests focus on government-nonprofit relations in non-western countries, and nonprofit governance. Most recently, his research has focused on how nonprofits respond to digital technology and emergency change. His research has been published in several journals like NVSQ, Public Administration Review, and Public Management Review, contributing to the growth of nonprofit literature. Also, he is the associate editor-in-chief of the Journal of Chinese Governance and has been leading the “Technology and Nonprofits Research Panel”. He has teamed up with several nonprofit scholars to create Chinese nonprofit panel data from 2016-2023, which could bring much-needed resources for nonprofit research.
I am truly honored to be nominated to serve as ARNOVA’s at-large board member. I have been a member of ARNOVA for more than 10 years. I have served as the Co-Chair of the 2021 ARNOVA Asia conference, and a member of the ARNOVA membership committee from 2021. The ARNOVA membership experience has been extremely beneficial to my career and scholarship
as an Asian nonprofit scholar. Serving on the board would be a privilege and opportunity for me to give back to our association in appreciation for all the benefits that I have received from it. If elected to the board, I would particularly focus on building a larger and more diverse membership, increasing global engagement and international membership, and developing closer partnerships with Asian professional associations.
Yuan (Daniel) Cheng
Yuan (Daniel) Cheng is an Associate Professor, Chair of the Leadership and Management area, and McKnight Presidential Fellow at the University of Minnesota Humphrey School of Public Affairs. Daniel's research is focused on a range of theoretical and managerial questions lying at the nexus of government-nonprofit relationships, coproduction, and the distributional and performance implications of cross-sector collaboration. In close collaboration with governmental and community organizations, Daniel is currently embarking on new research directions to better understand the implementation of evidence-based practices in government, the policy impacts of academic research, and how to design more inclusive public sector grant-making programs.
I am honored to be nominated as a candidate for the at-large board member of ARNOVA, an association I am deeply passionate about and call home. My career would not be the same without the generous support I received from ARNOVA. I have also played key leadership roles in various ARNOVA award committees, the professional development workshop committee, the Theories, Issues, Boundaries Section, and the Emerging Scholars on Chinese Nonprofit Research Common Interest Group. If I were to become an ARNVOA board member, I hope to focus my efforts on better recruiting practitioner members, offering professional development opportunities for practitioners and scholars at various stages of their careers, and collaborating with other professional associations to increase the impact of ARNOVA.
Zeeshan Noor
Dr. Zeeshan Noor is an incoming Assistant Professor and Director of the MS in Nonprofit Administration program at the Institute for Nonprofit Administration & Research (INAR) at Louisiana State University Shreveport, starting in Fall 2024. He currently serves as a Research Manager and Affiliate Faculty at the Indiana University Lilly Family School of Philanthropy. Dr. Noor holds a Ph.D. in Public Affairs with a concentration in nonprofit management from the University of Texas at Dallas (2021). His research focuses on philanthropy, digital media in the nonprofit sector, volunteering, and Diversity, Equity, and Inclusion (DEI). Dr. Noor has several current and forthcoming publications in NVSQ, NML, JPM, and VSR.
As a young scholar who has benefited greatly from ARNOVA, I am obliged to give back. My journey began in 2018 at the Austin conference, where the warm welcome boosted my confidence. Since then, ARNOVA has rewarded me in numerous ways and relationships with scholars and fellow students have shaped my scholarly identity. My commitment is reflected in my roles on the Membership Committee (since 2023), Program Committee for the ARNOVA-Asia Conference (2024), and as Chair for the Muslim Philanthropy & Civil Society Common Interest Group (2019-2022). I am determined to utilize my strong communications background. As I join LSU Shreveport in Fall 2024, I aim to contribute valuable insights in nonprofit pedagogy and program leadership. I am dedicated to serving and improving the ARNOVA community.
